Unfortunately, ICC has a lot of trouble with abusive guests. Sometimes the only
way they can prevent it is to block certain ISPs or even IP addresses from
allowing guests to log in unless they have the latest version of BlitzIn. The
other week we had a guest spamming channel 1 with all kinds of profane stuff.
Every time they blocked him, he'd log in some other way. I'm pretty sure this
problem is related to that.
