Moderators email aliases are publicly known.  You can always locate them by
tracking down one of their posts, anyway.  So you can mail them.  I would make a
personal decision to respond or not, depending upon the nature and content of
the message.  I have some people in an automatic killfile.  If I get a mail from
them, it would just go into my "deleted" folder.  So in some cases, it is
conceivable that I would never even see a mail that someone sent.

This is ambiguous.  Do you mean foreign language or foul language?  In any case,
this sort of thing will be a judgement call for either case.  Severe profanity
would be bounced without thinking. Abusive speach might be tough to call, just
on the basis of the words.  Judgement call.

BTW, I am not campaigning for moderator.  Though I will grudgingly fill the post
if elected, I strongly urge everyone to vote for the candidates who will do the
best job, of which set I am not an element.
