there a way for Mach II owners to upgrade themselves their computer to

no.Fidelity would not allow someone to preform their own upgrade .you had to
send in a computer for it to be Factory authorized for the upgrade

i doubt very highly that Fidelity would upgrade the Mach  II to the III
because several  things were different from the II TO THE III(Program was
improved ,and the clock speed increased)
i have never heard of a Factory Authorized upgrade from II TO III

 I am not sure i understand the question?
a True Mach IV will carry a 6110 model number
if you are asking how does one determine exactly  if they really have a Mach III
OR a Mach IV then test your computer
the Mach IV was perhaps 75-80 Elo stronger then the Mach III
if you test both of the computers using the standard BT2630 or BT 2450 Suite of
test positions you will get very different solve times for the two computers
follow this link and test your Mach III
many computers have been tested with the solve times recorded
