Everyone knows the rules up front and they agree to them. Open hardware is part of the agreement, and some participants chose to make necessary arrangements to borrow top of the line hardware for the event, while others did not. Some see it as only a contest between software, and that is missing a big chunk of the picture. To limit the hardware is counterproductive. It doesn't promote advancement in computer chess. If the hardware had always been limited, would we have ever seen Cray Blitz, Belle, Deep Thought, or Deep Blue? Maybe not. Aside from that, there is absolutely no fair way to limit the hardware. It causes more problems than it solves, by far.
