Yes.

But keep in mind: You cannot expect them to play at a GM level in every game or
position. Chess programs have a much wider bandwidth between blunder and
brilliancy... (But they will blunder much less often in tactical situations than
any GM!)

So you may find positions where most progs are idiots. But still, they are
capable to win GM tournaments. Do some Google search and you'll find plenty of
examples.

In other words, you should distuingish between exceptions or more typical
situations, when judging about prog's strenghts.
