In the United States, there is a rating floor to prevent 'sandbagging'--i.e. strong players from dropping their rating intentionally to collect a prize in a lower section. This rule (policy) encourages average players to enter a Class Tournament, because it is *less likely* (not a guarantee) there will be sandbaggers in each Section. There are often (not always) 3 to 6 Class Sections, depending on the size of the tournament. Mark explained the use of the rating floor in the United States. You then defend the lack of a floor in Israel, "because players can become weaker." Doesn't that encourage sandbagging in Israel? Why do you argue both sides of the fence, respecting 'rating floors'?
