You have come to the right place.  Several people here have inspected Eugene
Nalimov's code to access his databases and know it very well.

[ I know the algorithm but am not familiar with the details of the code, so I
don't count myself as one of these. ]

I believe the source is included in the source of CRAFTY, which is freely
available with documentation at ftp://ftp.cis.uab.edu/pub/hyatt/

I think it's the egtb.cpp file and maybe tbdecode.h is relevant, though the
decoding of compressed Nalimov EGTBs is done as part of accessing them.


Perhaps Rob, Marc, Rafael, ... will give you more detailed advice.
