All multi-processor systems I have worked on (Unix and Windows) report CPU at the global level as the overall percentage across all CPUs. You then drop down to the lower level to see the actual for each physical (or in this case logical) CPU. I guess you could show the percentage as 200% meaning two CPUs working at 100% but I wouldn't find that helpful because as you scale up you would get higher and higher percentages but no idea how much CPU bandwidth you have left.
