Subject: Fixed ply level in chess programs and dedicated computers

In theory, using a "ply 2" level in several chess programs would mean a sort of
approximate "standard" level of calculation in them, independent of machine's
speed (or optimization in speed of search).

I suppose such a "ply" level would relatively favour "slow" programs with big
knowledge against "fast" programs with relatively smaller knowledge (and
optimized programs in general).

But I have a question. I suppose different programs use different amount of
extensions beyond fixed ply level, so a program could see a threat 2 plies even
when it is using a "fixed ply 2" level. This destroy the "equalness" I pretend
by mean of use of a fixed ply level.

Can someone say how work "fixed ply" levels in chess programs? Are there big
differences among them in terms of search extensions beyond the fixed ply?
