There is always another method to cheat.  If man made it, man can
defeat it, necessity is the mother of invention, etc. etc.  You
could use HF acoustic signals, or you can arrange a signaling
system which need not be electronic or broadcast in nature.
Take it from a magician, cheating can be taken to heights of
creativity as great as any artform. :)  For someone who is lame,
the cheating will ultimately be pretty obvious.  The most
effective method would be to augment someone who is already
very good.  Unless the prize money for a tournament is
astronomical, it's unlikely anyone would take the necessary
security precautions, so someone like this could clean up
fairly well if he didn't get too ambitious.  Even if there were
such a super prize tournament, it's unlikely anyone would
want to implement the extreme measures necessary.  For example
you would need to say that looking away from the board at
any time is a penalty, so that people can't signal you, etc.
To make it really secure the venue would have to be like
an interrogation room, which would be ridiculous.  Picture
a GM chained to a toilet in a barren, electromagnetically
shielded room.  Not going to happen.
