I've never heard of that rule. Is this recent? This is weird though, because how
did Stan Vaughn get to play Nicole Niemi and Candice Lonardo (who he played in
her last 10 USCF rated provisional games) to get their ratings up if it was not
in match play?

They do, however, allow players in tournaments with greater ranges. I have
played people 600 points higher in tournaments on more than one occasion.
