This is a great idea (especially that people could add translations without
recompiling engine!). The option files can follow the same format as normal UCI
options (to make parsing the same/similar), e.g.,

option name XCI_Language type combo var English var Spanish ...

option name style language English label "Style" type ... description ...
option name style language Spanish label "Estilo" type ... description

Here, name is what would be sent to the engine in a setoption command, while
label is what would be displayed by the GUI.

This scheme could also be extended to a "comment" mechanism (e.g., an engine
might have a comment to explain why it didn't accept a draw from a human):

comment name c1 language English description ...
comment name c1 language French description ...
