This has been answered many times before. The program Hiarcs 6 on a Pentium 90 is a well tested combination with a known ELO. By using a combination which has known properties, they can have a solid expected win/loss/draw score and perform accurate extrapolation of the true ability of the program. This is very similar to a Super GM like Kasparov playing against a 2300 player. We know the outcome already with fair certainty. But we play the games and we can use the results to improve both ELO estimates. In fact, the more games that both have played before hand, the better the estimates we can arrive at after a series of games.
