Yes they can, in which case it should be prerequisite that all engines must
understand the rules under standalone conditions before they can enter.

Each engine should and must have a console mode i.e. a way to prove that it
understands the rules of chess.

I say it again, as it stands the chessbase format engines do not have to do
these checks.

They are not chess engines because they do not have inside the engine an
implementation of the rules of chess.

They are playing another quite different game.

Besides that you have to know that a commercial company like Chessbase will stop
at nothing to have a title attached to one of their supposed "chess engines".
They want your cash it is that simple. It is corrupt to cheat.
