I disagree.  The advance variation is the only line of the French that
frequently leads to closed positions.  The other common lines (Winawer,
Tarrasch, Classical, Exchange) mostly lead to open games, often with unbalanced
and complex tactical  play.  I think the Ruy is a better choice than the French.

The Caro Kann might be a good choice in that it might lead to simpler positions,
but it certainly doesn't offer Black a closed game.
