I'd now guess that they paired this as a pure round robin, which typically has
two players getting the same colors on two consecutive rounds, when you have an
odd number of rounds (an even number of players).

Problem is, they aren't publicizing their decision to do this.

Of course they aren't publicizing much of anything, so no surprise...
