Tablebase files do not add much (if any) strength, but only make the engine play a little bit prettier. Opening books can be build directly into the engine. So both objections are easily overcome. Besides which, FIDE regulations apply to human players who are members of FIDE. As far as I know, no engines have actually applied for membership. Now, if a chess engine actually plays in a FIDE sanctioned event, then we might need to get a ruling. In any case, we can put all the handicaps on computer engines that we desire and eventually we will have to play at queen's odds to have a chance for a draw anyway {tablebase files and opening books or not}.
