An IM was busted for cheating with a computer, but yes, you hear all manner of
accusations about every category of player.  There are some people who assume
that everything over 2700 blitz is a computer.

On the other hand, some guy who's played less than fifty games, all with big
increment, and quite a few standard games, many (wins) against computers, and
some of the rest against humans rated around 2200, who has massively more won
games than lost games, who has a rating in excess of 2450, who tends to move in
4-6 seconds in the opening (which tends to last until about move 12-20), who
tends to use roughly similar times per move during the middlegame, with a slight
tendency toward using less time as the game goes on, will be a computer almost
every time, and will probably be a pretty weird guy if it's not a computer.
