First, Rebel uses FIDE elo as a base so subtract 100-150 from USCF to get
yourself a FIDE rating. A second base is that the elo rating is based on
tournament level. For playing 5 minutes blitz games add 300-400 points to
Rebel's elo rating. In your specific case I would advice to set the elo to
1300 and 1600 if you are going to play 40/40.
