I don't know your friend, but quite possibly he is.  Most of the personalities
below about 2000 seem to me to be much weaker than humans with the same USCF
ratings.  The personalities in the 2200 to 2400 range are good, but maybe not as
good as masters and senior masters.  Of course, the Chessmaster personality is a
monster.

I would just use these ratings to compare the different personalities with each
other.

Of course, that is just my unscientific impression from playing the program;
don't ask me to provide data.  The only real way to settle this would be to
arrange for different CM personalities to play in USCF rated tournaments against
people, but I don't expect to see that any time soon.
