Bayeselo has "scale" command, which is doing just that. That is, if you really
mean the scale difference. If you want to shift the whole rating list up or
down, it is done with "offset" command in Bayeselo.

I was using both programs for CEGT and other tourneys for some while now, and
Bayeselo gives more consistent and stable ratings, in my feeling. Bayeselo
homepage has also some explanation about how it compares with ELOstat. Bayeselo
is particularly good with strange or extreme cases, and big rating differences.

The last CEGT list that I constructed (obsolete by now) contains ratings by both
Bayeselo and ELOstat:
