In practice, you can try to split apart search and evaluation for purposes of
discussion. Once the engine is up and running, you can improve the strength with
changes to the search only, or to the evaluation only.

It would be nice to see a testing method which tries to split these components
up. There have been some ideas, but not any serious work.
