Yes, but he can hardly be considered a "top chess programmer" at the moment.

No disrespect intended.  Actually I am much more impressed by strong chess
players than by good chess programmers, and I consider getting a FIDE rating
of 2282 to be a more notable achievement than writing a 2700 rated (on the
CEGT scale) chess program.
