I'd say a balanced approach is needed, to some extent. For example, a program (CS-TAL, for one) might play a beautiful 'positional' game, but will get crushed tactically, or (as in DB1 vs. Kasparov, game 6) a computer can play very well tactically but get crushed positionally. >I think that Hiarcs7 is the most beautiful strong program in all the world.
