You are correct about Deep Blue not getting in any tactical licks on Kasparov; mainly because he played for closed positions and used his "anti-computer" strategy (which was his ultimate downfall). In game in 30, I believe that Fritz would defeat Kasparov; In 40/2 Garry would take Fritz apart.
