Um, depending on how weirdly "offhand" is, I guess, yeah. :-)

AFAIK he did not give a decision tree, he hypothesized about the possibility of
one existing!  I think that the intent was to have small representations for
common positions, with the compromise that larger representations are used (even
more than 100 bits) be used when the position is very weird.

Instead of idly speculating, we might as well wait until Dann gets the .pdf from
him.
