I agree that doing generalizations is wrong but I think that most of the citizens of many countries do the same because it is too easy to steal software without being caught. You cannot stop it by calling most of the people criminals. The definition of crime in simple translation to hebrew is something that the maximal punishment for it is going to jail for at least 7 years and not every illegal act is a crime.
