Although computer programs are not allowed (usually) in correspondence chess,
they are often not very helpful at the higher levels of play (or at least from
what I have read) since the players look 20 or more ply deep and programs tend
not to (for the most part). However, some players do use programs to check for
tactics and as programs get better, the more they will probably be used. It's a
sad fact of life.

The difference between the two is that in the one case, the using of computers
is encouraged and in the other, it is discouraged (and not always that helpful).
