I agree chess is a game of skill, but there is an element of luck in
many games.  You must admit that unforeseen consequences occur in chess
games at all levels. For example, in computer chess the horizon effect
can and does frequently "fool" both programs and the result is that the
winner might merely be the one that stumbles and falls into a gold mine.
The shorter the event, the more likely this can determine the winner.
On the other hand you have to be good in order to be lucky and there are
only a handful of participants in this tourney that are strong enough
to have a shot at winning it.
But among the top participants, the skill level is so close that in a
7 game event any one of them could win it and if this event were repeated
every month I doubt if any of these programs would dominate.
