If you're looking for cheap, get gcc! :-)  You can download it from any number
of sites on the web.

I use MSVC 6.0 myself, though not very often, actually.  Apparently its
optimizer is better than those of alternative compilers for x86 platforms
nowadays (with the probable exception of Intel's compiler... however that plugs
into MSVC as a back-end. :-)

I am no compiler expert, but Eugene is around. :)
