Since it was to be a 'web-based' thing, it had to be stateless, which means no repetition checks of any kind based on game history. And being web-based means it would be accessed from many different locations at the same time. Hence the < 1 second computation per move. They felt that 2200 was more than strong enough for playing against the kind of players they would meet via their marketing demos. Seems reasonable, although they should have refused to play computers because it wasn't strong enough, and it would handicapped in several ways (partial- second searches, no way to recognize draws, etc.)
