Subject: A strange move by the Kasparov Olympiad (level 6a)

Hi all,
Thanks to all involved for creating this civilized message board.
I have a table top Kasparov Olympiad which I can currently beat at level 6b.
It is not the highest level, but response time is about 3-5 hours and it will
crush you tactiaclly if you make the slightest miscalculation.
My question concerns what it was attempting to do in the following passage by
playing 7...Ne7 instead of 7...Nf6. It was a Scandinavian defense, in which it
was behind in development. Was it simply inviting me to grab a pawn and hoping
to complicate matters later on? It appears to be a poor move and I was
surprised. Any insights would be appreciated. thanks.
