I can guarantee you that version 16.13 plays better _chess_ than any of the 9.x or 15.x versions... based on many games... I wouldn't be surprised at all that 9.x did better on tactical suites... it had some specific tactical extensions (null-move threat extension for one thing, not to be confused with the null-move mate extension most use now)... so it played tactics fine... but would be smeared by 16.13 in real games...
