That is because we are often not smart enough to govern ourselves by principles. If you look at history, you will see that whenever people try to write everything down other people will immediately seek and find loopholes. In other words, you cannot legislate sensible behavior. You can make a law "It is not legal to burn a cross on your neighbor's lawn' but you cannot make a law "You must deeply love and have concern for your neighbor." Because of this, we can never make enough laws to remove the problem simply because we cannot address the root problem. Therefore, I suggest that the only way to properly moderate a group such as this is to select those who really care about the group *and* reflect the views of the majority. Then, we must allow them the leeway to operate. If we don't like the way that they operate, then replace them. I am a bad choice, and am serving more or less "by accident" -- thus demonstrating that there are not enough people involved in the process to get it right.
