How about a pawn ranking? E.g. you do a pawn race calculation to see (for each pawn, for both sides) if it can be queened. Also, calculate any cost associated with prevention of queening (e.g.: you can stop it but lose a knight). Then you know the approximate value of any pawn on the board. Kind of a similar idea to the "pawn tablebase" idea that was done a while back but calculated on the fly instead.
