Hello Charles,
My guess is you've not spent much time on ICC.  It's ALL about ratings.  It has
less to do with chess and having fun than "playing the rating game".  It seems
that there is a "sub" game going on there and the object is to get the highest
rating you can.  This is practiced by many GM's/IM's and computer operators.  So
the main thing is to find someone that you think you can raise your rating with.
 This could be a higher rated player/computer which you can try to draw a game
with or as Bob pointed out with a much higher rated player you can try to win 1
game in 5 and raise your rating.  I have seen masters play my computer at 5/3
slowly the first time while seemingly looking for some weakness (They lose on
time).  Next time they play the same opening but have a prepared line they try
and play fast as you would expect.  There are many ways to play the "game".  I'm
not complaining and I'm not saying it's bad.  I just saying it exist.
Personally I don't care what they do as long as they play my computer.  I hate
to sit there for an hour and nobody wants to try so I end up playing unrated
games just to get some action.  It makes no difference to me if the games are
rated or not as long as a strong player trys to beat it.  Even the lower rated
players are "entertaining" I might add.
