if the K's could be next to each other the answer would be - 64x63=4032

they can not so...

the board can be arranged into three types of squares - corner-4, side-24,
open-36 = 64

4x3=12 + 24x5=120 + 36x8=288 = 420

4032-420= 3612.

So, the number of legal King vs King positions = 3612.
