I don't see that that's particularly awful. Ratings are updated after each game, and when the original code was written they were probably not interested in using floating point numbers for ratings. It's not that big a deal, because 1) ratings don't matter much, 2) the whole rating formula is probably not that accurate anyway, 3) most players don't play rated games with people hundreds and hundreds of points away from them.
