To win? Never. I remember a case when 2000 player won a grandmaster. I asked him after the game how did he do it and he told me that everything was home preperation. I know that one of my friends won an opponent with 2000 player when he was 1600 elo. My biggest victory in tournament time control is with black against a player with rating 252 elo above me(I enjoyed from the fact that my opponent did not want a draw) but I almost do not play against players with difference of more than 300 elo relative to me(I have one draw and few losses against players with more than 300 elo above me).
