There are hardly any programs on ICC that resign early.  I added this to
Crafty in an effort to keep its group of "GM friends" friendly.  However, in
computer vs computer (both automated) games, it really doesn't matter at
all except for those rare games where one side loses a rook, but the game
still takes another 50 moves to end due to blocked up pawns...

Crafty's draw offer/resignation code has always factored the opponent's time
remaining into the equation.. but against GM and IM players, this is greatly
restricted...
