Bob's position is that you should always have all the tablebases you might
reach.  Somebody else contributed the code to handle the case where it simply
wasn't present.  Of course, Bob could have written it, but I don't think it was
high on his priority list at the time.

Frankly, I don't think this issue really has anything to do with who is a better
programmer than who.
