Yes, but IMO voters _should_ care about who gets elected.  Making them pick
three might get them to read the platforms or at least cogitate a little more
than "hmm, that person sucks... I guess the rest are okay".

The same way it was done in (at least) the first election, before it was changed
from allowing three votes to allow voting for as many people as you like.
