Tim Mann states this in the documentation for Winboard - I should have RTFM. Tim refers people to the Cygwin compiler - but the authors admit to an unfixable conflict between it and win9x (NT is ok). So it looks like MS VC++ is the only choice for a Winboard compatible program. Mark.
