This is tournament time control The time control in the israeli league Games is 2 hours/40 moves+1 hour/game and this is the usual time control and I played in this time control at tournament for fide rating. Usually my tournament time control games in Israel are even 90 minutes/30 moves+ 1 hour/game Today there are almost no games with 2 hours/40 moves+1 hour/20+1 hour /20... The time control that you are talking about is slower than the regular tournament time control. The players have 2 hours for the first 40 moves 100 minutes+1/2 minute/move=120 minutes/40 moves. The players have more than 1 hour for rest of the game( they have 1 hour for only 20 moves) Uri
