One important thing about Win98 is that you should disable all the fancy
Explorer settings (like Active Desktop etc.). I would even go so far as to
recommend uninstalling it completely (see for example http://www.win98lite.net).
(If you're 100% after speed, you can even uninstall Win98 and install Win95. Or
get NT.)

Having all the Explorer stuff active can cost you as much as 25% speed.
In fact, I was disappointed myself when I got my first PIII-550, but after
removing Explorer, it was more than 3 times as fast as my old P6-233.
4 times is about what you can expect, correct.
