I would recommend your friend to get an Athlon 700 which is much cheaper than a
Pentium 3 700, an Asus Motherboard K7M, if he wants to keep using the same
hardware and memory of his existing computer.  The Athlon 700 will provide more
bang for the money he spend. :)
