.CBV unfortunately is a compressed version of .CBH files. To the best of my
knowledge, Chessbase never released the specs on the .CBH format (contrary to
their older .CBF format) which is why there aren't any utilities for handling
.CBH files. The only other program capable of completely handling
transformations of .CBH files as far as I know is Chess Assistant 5, but at that
point you might as well get the original Chessbase program if your interest is
solely in .CBH files, and especially for .CBV files as CA doesn't handle those.
