Dave,
I'm in Taiwan (albeit out in the country), and I experience ISP problems
daily,...only time I can be sure of a good connection is very early am.  If the
wind is blowing more than 20 mph (32Kph) then the swaying wires cause static
which also affects my connection. So I can understand those problems completely.
