There are many positions in a normal game that are not tactical (they are really, but no program can search deep enough) and a program that manages to steer the game into positions that are favourable to itself will enhance its chances of winning. A tactically superior program (henceforth TSP) will some moves later discover it is worse due to it accreting disadvantages. Sometimes a TSP willl be able to postpone the loss for a long time and sometimes even reverse the game due to its better tactical lookahead, but sometimes its better tactical vision will make it sacrifice material to minimize its losses due to tactics that the less acute program could have missed. As for I.Q. and S.A.T. the less said the better. Its really off topic as well as off the mark.
