Khalifman is world champion. Kasparov is not. He just has the highest ELO.
FIDE is the governing body for FIDE members, and they decided. Many do not like
the decision, but -- well, there it is.

I wish people would stop bagging Khalifman. He did nothing wrong. He happened
to have a very good tournament which was (for whatever reasons) held in a
ludicrous knockout format. Be that as it may, he won fair and square and is the
current world champion.
As far as Kasparov, I think he is finished with computers. They scare the pee
out of him now and {prediction} he won't touch them again. He could probably
knock them silly if it were not for whatever psychological barrier he has raised
up for them.
